In 2018, three different police whistleblowers revealed that Gangstalking operations are run from Fusion Centers. The details of the hierarchy can be found in government reference documents in "The Governors of Gangstalking."

The Director of the Fusion Center in each state is the criminal boss for these operations. You might think of these Directors as a "mafia boss."

James Waters and Curtis Bryan Paarmann run the Gangstalking operations in New York City. In my opinion, Waters takes his orders directly from the FBI, and this supersedes any orders from the Mayor of NYC or the City Council. This is illegal.

Counterterrorism = Gangstalking

The people working at the Fusion Centers assume that if someone's name appears on the Watchlist, the stalking and harassment is justified, even if it is illegal. It never occurs to these people to ask, "Should this person even be on the Watchlist?" or "Why is this person on the Watchlist?"

Federal Judge Anthony Trenga decided that the Watchlist is Unconstitutional because the FBI failed to provide any shred of evidence that someone was a "known or suspected terrorist"—the criteria for being on the Watchlist.

Targeted Individuals are not terrorists. They are gangstalked because they are whistleblowers and political activists, etc. The CIA wants them silenced and funds this program through the black budget.

James R. Waters is the Chief of Counterterrorism in New York City. It is my opinion that he is also the Gangstalking Boss for NYC.

Infragard.org: A National Organization Controlled by the FBI

Infragard.org is a national organization funded and controlled by the FBI. They have 66,000 members in the United States, representing about half of the daily gangstalkers. Citizen Corps (DHS) and Neighborhood Watch also have significant member-stalkers.

The FBI cultivates paranoid thinking among Infragard members to justify a bigger budget and avoid FOIA requests. The Watchlist, which is used to provide names and addresses to Infragard, has been declared unconstitutional by Judge Anthony Trenga due to lack of evidence.
